Convergence Across Castes

India has witnessed a remarkable catch-up by the historically disadvantaged scheduled castes and tribes (SC/STs) towards non-SC/ST levels in their education attainment levels, occupation choices as well wages during period 1983-2012. Using heterogenous agent, multi-sector model we show that sectoral productivity growth this can explain 75 percent of observed wage convergence between castes. Inter-sectoral net flows workers are key they account for 3/4 predicted convergence. Absent these flows, caste gaps would have marginally widened. Selection effects, while present just quarter We also find affirmative action policies reduced skilling costs SC/STs may at all times but played limited role accounting dynamics gap.
